UNITED NATIONS -- UN Secretary-General Antonio Guterres on Monday expressed his deep concern over Israel's decision to advance plans for some 800 settlement units, most of which are located deep inside the occupied West Bank.

Guterres reiterated that Israel's establishment of settlements in the Palestinian territory occupied since 1967, including East Jerusalem, has no legal validity and constitutes a flagrant violation of international law, said Guterres' spokesperson Stephane Dujarric in a statement.

BEIJING -- An earthquake with a magnitude of 6.4 jolted 29 km WSW of Pocito, Argentina at 0246 GMT on Tuesday, the U.S. Geological Survey (USGS) said.

The epicenter, with a depth of 20.0 km, was initially determined to be at 31.8184 degrees south latitude and 68.8473 degrees west longitude.

NEW DELHI -- At least 13 migrant laborers sleeping on a footpath in India's western state of Gujarat were killed and several others injured Tuesday after a truck overran them, police said.

The accident took place early in the morning at Kosamba village, around 245 km south of Gandhinagar, the capital city of Gujarat.

KABUL -- Afghan President Mohammad Ashraf Ghani and NATO Secretary General Jens Stoltenberg have held a phone conversation over the peace talks between the Afghan government and the Taliban, the president office said Tuesday.

The two sides on Monday discussed "the Afghan peace process and NATO's continued support for Afghanistan Defense and Security forces," the presidential office said in a brief statement.

TRIPOLI -- German Ambassador to Libya Oliver Owcza on Monday announced providing 400,000 euros (about 483,000 U.S. dollars) for the United Nations Development Program (UNDP) to support the High National Elections Commission of Libya.

"Honored to sign a German 400,000 Euros contribution to UNDP Libya in support of LyHNEC (Libyan High National Elections Commission)," Owcza tweeted.
